It was outside the Capitol Building where Larry Kramer had just passionately delivered a speech to a crowd of LGBT Activists. ACT UP had just organized us in wrapping a giant red ribbon around the Capitol Building. After the building was wrapped, the ribbon broke into hundreds of little pieces.
